Transnational social policies: Reformist networks and the International Labour Organization (1900-1980)

As the International Labour Organization (ILO) celebrates its 90th anniversary, the objective of this conference is to reflect upon the activities of the ILO and those of other international actors who have undertaken to organize and promote global social regulation.
The analytical framework of this conference puts forward three dimensions:
Firstly, the conference will aim at situating the ILO's activities within the longue durée of social reform, and within a changing social context. This broad contextualization should help to better understand the social, political, intellectual and diplomatic logic that was at the root of the ILO's creation, and influenced its activities throughout the 20th century.
Secondly, the conference intends to highlight and explore the diversity of actors involved in reform activities and in social and economic regulation on a global scale. Beyond the institutional actors (governments, unions, employers and workers), special attention should be paid to less visible players: international civil servants, experts and activists from a variety of backgrounds, as well as national or international social and political networks.
Eventually, we would welcome papers which will explicitly focus on the more or less long-term impacts of the expertise and normative elaboration activities of reform associations, INGOs and the ILO - as well as their limitations - by focusing on two angles. They should measure the effects of these transnational norm production processes on debates, legislation and national social realities, as well as the role played by "technical missions" in the exportation of such norms. Furthermore, papers should examine the makings, circulation and appropriation mechanisms of "universal" references in the treatment of issues such as unemployment, health, women and child labour, social security, etc.

- A l'occasion des 90 ans de l'Organisation internationale du travail (OIT), ce colloque se fixe pour objectif de réfléchir à l'activité de l'OIT et d'autres acteurs internationaux qui ont tenté d'organiser et de promouvoir une régulation sociale mondiale.
La perspective adoptée présente trois caractéristiques.
- Elle vise d'abord à inscrire l'action de l'OIT dans la longue durée de la réforme sociale et dans un contexte historique changeant. Cette contextualisation large doit permettre de comprendre quelles sont les logiques sociales, politiques, intellectuelles et diplomatiques qui ont présidé à la naissance de l'OIT et ont influencé les modalités de son action durant tout le 20è siècle.
-On s'attachera par ailleurs à mettre en évidence la diversité des acteurs impliqués dans les activités de réforme et de régulation économique et sociale au niveau international. Outre les acteurs institutionnels (gouvernements, syndicats, employeurs et salariés), on portera une attention particulière à des intervenants moins visibles : fonctionnaires internationaux, experts et activistes issus de divers horizons mais aussi réseaux politiques et sociaux nationaux ou internationaux.
-On s'interrogera enfin sur les effets à plus ou moins long terme de l'activité d'expertise et d'élaboration normative des associations réformatrices, des OING et de l'OIT comme sur leurs limites en privilégiant deux angles d'attaque. On tentera de mesurer les effets de ces processus de production transnationale de normes sur les débats, les législations et les réalités sociales nationales, comme le rôle joué par les " missions techniques " dans l'exportation de ces normes. On réfléchira ensuite à la constitution, la circulation et les mécanismes d'appropriation de références " universelles " dans le traitement de questions telles que celle du chômage, de la santé, du travail des femmes, de celui des enfants, de la sécurité sociale etc...
